A dozen leaders of a California-based ministry have been arrested Tuesday on fees that they used homeless folks as pressured labor, holding them in locked group properties and forcing them to panhandle as much as 9 hours a day, six days every week, U.S. prosecutors mentioned.

The previous pastor of Imperial Valley Ministries, Victor Gonzalez, and the others have been arrested in San Diego, El Centro close to the Southern California border with Mexico and Brownsville, Texas. They face fees of conspiracy, pressured labor, doc servitude and advantages fraud.
